FROM ROAD MAP – TO REAL CHANGES IN UKRAINIAN EDUCATION

Abstract

The article deals with the problems in Ukrainian higher education and is devoted to the debating aspects of the educational re-forms in our country. It is based on the content of the «Road Map of reforming Ukrainian higher education» written by professor S. Kvit and presented on the official site of Minister of Education and Science of Ukraine. The latest state documents (Laws of Ukraine «About higher education» – 2014 and «About education» – 2017) which regulate education in Ukraine are mentioned in the article. It touches upon some questions of succession of secondary and higher education from the viewpoint of the «New Ukrainian School» conception. The autonomy of universities as well as the quality of higher education are under the author’s consideration. S. Kvit in his «Road Map» regards the absence of universities’ autonomy as one of the serious reasons for poor quality of our higher education. We share his idea and consider the quality of education a very complicated problem depending on numerous fac-tors. Among them are: obsolete lecture-seminar system of teaching, students’ unwillingness to work hard independently, absence of motivation, professional qualification of university professors, etc. Competitiveness of our universities’ graduates on the labor mar-ket and some reasons for its weakness are analyzed in this research. The author concentrates her attention on prevailing of knowledge centered approach to teaching in our higher school while studying at the best world universities is based on the compe-tence approach. It combines knowledge with practical skills of its usage in students’ activity. Besides our students cannot work in a team, often have poor communication skills, weak leadership quality. They are not ready to cooperate with representatives of other nationalities and have a lot of traditional superstitions. In the Road Map «spontaneous massovization» (S. Kvit, 2018) of higher education in Ukraine is mentioned by its author as a negative factor for bettering the situation in our educational system. We partly share his idea regarding this event as one of the consequences of the Soviet education when it was rather difficult to enter a university or an institute for village schools leavers. At the same time we agree that «massovization» is a result of social and economic problems in the country when young people after finishing school cannot find work without practical experience and variants of their choices are rather limited. Real changes in Ukrainian higher education are connected not only with adoption of new state documents and financing reforms but also with positive shifts in administrating university activities, strengthening requirements to students’ academic competences, implementation of active university autonomy with all its demands. Independence in thinking and creative attitude to learning should replace traditional approaches to studying. Students should be given the right to choose academic disciplines and the form of educa-tion. Modern communication technologies are to be used to stimulate students for self education and development of personal quali-ties necessary for successful professional activity in future. We evaluate the Road Map of reforming Ukrainian higher education by professor S. Kvit as an important result of a serious re-search and a considerable contribution into real changing of existing educational system. We are confident it will stimulate state officials, scientists and the community activists to concentrate attention on the pluses and minuses of educational reforms in Ukraine and provide for their quicker implementation.
