General theoretical approaches to international legal forms of European Union cooperation with third countries

Abstract
Deepening and expanding spheres of influence of the European Union in the international global environment, the intensification of the European integration processes in many countries of Eastern and Central Europe, led to substantial increase kinds of legal forms of its cooperation with third countries. Therefore, this article is devoted to general theoretical approaches to the determination of international legal forms of European Union cooperation with third countries, defined etymological meaning of the categories of “cooperation” and “form”, the classification of international legal forms of European Union cooperation with third countries held their characteristics. It was found essential difference from other forms of co-operation of international legal relations, such as assistance. On this basis, the author developed the definition of international legal forms of European Union with third countries. There are analyzed the legal position of scientific sources on which basis trends and prospects of international legal forms of European Union cooperation with third countries are set. The analysis, conducted in the article, showed that there is no clear definition of international legal forms of cooperation of the European Union with third countries in the literature, which is often identified with the areas and levels of cooperation. In the meantime, these concepts need to be clearly differentiated because form is just an external expression of the content and nature of cooperation. It is grounded in the article that the in the future forms of cooperation between the European Union and third countries can experience a certain transformation, due to the expansion of the influence of the European Union and its organizational structure. In particular, some forms can later be canceled as a result of their relevance lost (agreement on a one-time participation in the European Union) or they can be united in a new more perfect form. Thus, every form of cooperation must be based on uniform requirements and standards that can be a focus of future research.
