Government policy in providing services for the examination of cultural values

Abstract
The purpose of the article is to study the characteristics of the market for the services for the examination of cultural values and the formation of a new paradigm of cultural industry. Research methodology consists in application of methods of analysis and synthesis, terminological and source study approaches as well as comparative and analytical methods. Taken together, these methodological approaches have allowed to reveal the essence of the functioning of the market of services for the examination of cultural values in terms of practical cultural studies, to determine its dynam-ics and generate proposals for its innovative development. Scientific novelty consists in determining the characteristics of public policy services for the examination of cultural values. The problem was first studied from the standpoint of the existing legislation and through the example of its practical application. It has been found that conceptually while devel-oping the legislation in the field of cultural practices, the law drafters relied on the experience of government agencies. However, in Ukraine the private market for examination of cultural values has emerged. It is working, but it is not settled. This resulted in appearance of black market for cultural values assessment and significant financial losses for the state budget. In Ukraine there is no state body for expert examination, and such authority is given to a large number of institu-tions and organizations. There is no control over the availability of specialized experts in such institutions. The positions of the state in this market are weak due to the wrong way of organization of cultural values examination process. Conclusions. Cultural practices in the services for the examination of cultural values can be seen as a modern phe-nomenon. In this sense, these issues have not yet become the subject of independent scientific research in practical culturology and open new opportunities for scientific research. Innovations in this area consist in introduction of licensing experts, control over the level of objectivity of the examination, informational support of the process, formation of a single state body for assessment of cultural values and depriving other agencies of the unusual to them functions. It appears necessary to strengthen the professional training of the experts in art education institutions.
