GOVERNMENT POLICY OF THE OLDER WORKERS EMPLOYMENT: FOREIGN EXPERIENCE

Abstract
The aim of the article is to analyze the government policy of the older workers’ employment stimulation. Barriers and obstacles to employment both from the employers and employees’ side are chosen to be the criteria for analysis. The main obstacles from the older workers’ side are revealed to be an insufficient motivation and existing disincentives, poor health and work ability, disability, outdated skills and knowledge for the modern labor market, lack of formal recognition of the skills received at the workplace, lack of career planning and development skills. Obstacles from the employers’ side include age discrimination, mandatory retirement age, unwillingness to invest in older workers training, financial costs of returning to work and rehabilitation. Policy responses in pension reforms, active labor market policy, occupational safety and health, health promotion at the workplaces and lifelong learning are analyzed. It is found that policy towards eliminating obstacles to working longer from the workers’ side includes raising the retirement age, cutting privileges for the unemployed 50+, financial incentives for continuing work, subsidizing jobs and state employment programs for the elderly, health promotion programs at the workplaces, rehabilitation and return to work systems, stress management programs, legalization of skills and knowledge acquired during non-formal learning, quidance in career development, subsidizing and co-financing training. The barriers to employment from employers’ side are shifted by implementing anti-discrimination legislation, legislation for employmen of the workers with disabilities, information and awareness raising campaigns, subsidizing employers for hiring unemployed 50+, government programs for supporting age management at the enterprises, involving social partners to wide dialogue. The need for an integrated approach towards working longer is proved.
