HISTORICAL POLICY WITH ETHICS IN THE BACKGROUND. PATHOLOGIES IN CREATING EXPERIENCES OF CULTURAL TOURISTS

Abstract

Purpose. Systematic analysis of activities undertaken within the so-called politics of history related to the management of resources, programs and products of cultural tourism, as well as the creation of tourists’ experiences. Presentation of a typology of these activities revealing their mechanisms. Formulation of premises that could be the starting point for their ethical evaluation. Method. Typology of phenomena, including identification of cases, analysis of actors, practices and mechanisms, grouping facts based on similarities and their description, presentation of case studies. The created typology is supplemented by ethical evaluation related to individual cases and types of interference, and then, to the whole phenomenon. Results. The evaluation of practices in the organisation of cultural tourism serving the implementation of particular goals of historical policy of the ruling groups is unequivocally negative. This applies to the sphere of ethics, to their impact on the historical education of the society and on their effectiveness measured by reference to the set goals. Research and conclusions limitations. The results of the research concern tourism activities oriented towards confrontation with the past and heritage. They present a multidimensional phenomenon, which in all described aspects and areas, is revealed only in some countries or places. In practical and local dimension, the conclusions may refer to those aspects and mechanisms of the impact of historical policies that can be identified. Practical implications. The conducted research allows identification and evaluation of undertaking the implementation of assumptions regarding historical policy in the management of resources and programs of domestic and incoming tourism. The last part of the work shows the determinants and conditions of influencing tourism by historical policy in society and compares arguments useful for recognising the most destructive practices, revealing their essence and thwarting their harmful effects. They can also find practical applications in the creation of cultural tourism programs and products focused on experiencing the past and heritage as well as historical education. Several proposed solutions related to shaping the historical policy of the state can be included in the discussion on its legal basis and limitations. Originality. Until now, no works have been published regarding the ethical conditions and assessment of phenomena arising from connections between historical policy and cultural tourism as a separate tourism branch. Type of paper. The work is based on the study of phenomena using literature and case studies. The typology of the phenomena serves the purpose of systematisation.
