Abstract
The article concerns the study of international human rights standards and their transformation in the process of globalization. Transformational transformations, caused by the process of globalization, occurring in all spheres of human activity make their adjustments to the understanding of human rights in the modern world. The significance of this problem for the whole of mankind is confirmed by a number of recent international documents adopted to study the impact of globalization on the full realization of human rights. The author reviewed a number of UN recommendations on the importance of understanding the challenges of globalization and its impact on the interpretation, consolidation and implementation of human rights. Because international documents are international human rights standards and guidelines for the states of the world. Closer economic integration of all countries of the world as a result of the liberalization and further increase both the volume and variety of international trade in goods and services, the intensity of penetration of international capital, the huge growth of the global labor force, the revolution in the field of information technology and their accelerated spread throughout the world, the expansion of political borders, lead not only to the emergence of new generations of human rights, but also to the transformation of existing ones. The process of globalization has brought many positive achievements: the expansion of national borders, the free movement of goods, the ambassador, individuals and capital, and, consequently, the worldwide spread of democratic values and democracy itself as a political regime. Thus, the economic component of globalization is the result of political globalization. Scientific and technological progress has led to the fact that many people can implement or protect their rights without leaving home (e-petition, e-election, etc.). However, a significant part of humanity is not yet available for such opportunities, and the reasons for this inaccessibility may be different (from the mere ignorance of such opportunities, up to inaccessibility due to the poverty and backwardness of the country or the lack of regulatory regulation of rights or the lack of a mechanism for their implementation). Consequently, institutional systems, including global ones, are subject to re-evaluation and reform, taking into account their relative contribution to the realization of human rights, and human rights are even more institutionalized.
