«HYBRID» CONFRONTATION AS A WAY OF STABILIZATION OPERATION: EUROPEAN EXPERIENCE IN RESOLVING OF MILITARY CONFLICTS

Abstract
The article deals with the public administrative aspect of the experience of European countries in the settlement of military conflicts. It is proposed the author’s model of considering the “hybrid” confrontation as a stabilization operation. It is proved that today the state is on the border of too complicated the path of the declared reintegration of the temporarily occupied regions, the further success of which will directly depend on the correctness and adequacy of the implementation of its model. There are dozens of such models in the world, and unfortunately Ukraine is far not the first and not the last state that has faced the problem of separatism supported by the neighboring state. In each state there is a unique history of conflicts and it is almost impossible to find exactly the same. The article analyzes the mechanisms and models that were introduced and implemented by the European states regarding the leveling of conflicts and the reintegration of the occupied territories. States that facing the problem of separatism have always been forced to seek their own settlement mechanisms that is based on the specifics of conflicts, geopolitical environments, resources, and their own political and historical experience, in particular, in most cases, to self-universalize the formulas for the settlement of such conflicts.
