Implementation of Israel Experience in Establishing Advisory Services in Rural Areas of Ukraine

Abstract
The significance of the advisory services establishing becomes very obvious nowadays in Ukraine, as far as this niche in the consulting services market is not completely filled. Despite the fact that Ukraine holds enough regulatory and legal acts and laws that govern advisory activity, advocacy is not quite popular in agriculture and in the villages in general. Very often a farmer or an agrarian does not even know that he has the opportunity to take advantage of advisory services of expert adviser on the issues touching problems of agricultural development, its diversification, rural areas development, ecology, non–traditional energy sources, socio–economic issues of village development, legal issues, composing programs for business development or business plans. There are so many state programs that the peasant does not know about and which he can learn from an adviser. The adviser also can offer and advise on participation in a particular state or funding program. The experience of such countries as Poland or Israel, where the development of advisory services is brought to the level of regular state policy and support, may serve an example for the development of advisory services in Ukraine.
