IMPROVEMENT OF THE MECHANISM OF FINANCING AND INVESTING BUDGET FUNDS IN SCIENTIFIC AND RESEARCH WORKS IN HIGHER EDUCATIONAL ESTABLISHMENTS AND RESEARCH INSTITUTIONS

Abstract
The problem of optimization and efficient use of budget funds allocated for scien-tific and research work in higher educational establishments and research institutions subordinated to the Ministry of Education and Science of Ukraine is considered. Atten-tion is focused on the responsibility of higher educational establishments and research institutions for innovative development of the national economy. An appropriate level of public financing and incentives for innovation-oriented enterprises are found to be a determinant for the development of scientific and technological sphere. A process of financing scientific and research work is suggested, as well as an approach to the allo-cation of public funds provided for fundamental and applied research. The essence of the reporting campaign of higher educational establishments and research institutions is described, which is held to summarize their annual scientific and technical activities. Recommendations for improving the mechanism of financing and investing budget funds in scientific and research work performed by higher educational establishments and research institutions are substantiated.
