INFLUENCE OF THE BUDGET DEFICIT ON THE IMPLEMENTATION OF THE STATE STABILIZATION POLICY

Abstract
The impact of budgetary processes on the economic situation in the country is a fundamental milestone in defining and implementing a macroeconomic stabilization policy. The classic ways to reduce the budget deficit are to increase budget revenues, reduce its expenditure part, external and internal borrowings. Nevertheless, it is necessary to take into account the positive and negative aspects of the application of each of them and to make effective measures within each of these instruments to stimulate the reduction of the budget deficit. The main measures aimed at improving the process of balancing the state budget of Ukraine include: improving the legal and regulatory framework of the budget process, using progressive technologies for budget planning and regulation, improving transfer policies and improving the efficiency of transfer payments, finding real reserves for increasing the revenue part of the state budget, rejection of the scarce funding concept, counteracting the "dirty" money laundering, implementation of a rigid budget funds austerity, etc.
