Innovation–investment process in Ukraine: barriers and tools to overcome them

Abstract
The subject of the research is the innovative process and peculiarities of introduction of the newest technologies into the Ukrainian economy. The purpose of the article is to analyze the peculiarities of innovation and investment processes in the economy of Ukraine, assess the real state and prospects of their development in Ukraine, and develop proposals for directions and the solution of the strategic tasks of the formation of the knowledge economy. Methodology of the work – general provisions of economic theory, the concept of innovation economy, as well as the identification of the specifics of the introduction of means of production of modern goods and services in enterprises of modern Ukraine. The results of the work – an analysis of the history of the emergence of innovation as a category and traced its development over time. Attention is focused on the contextual consideration of innovation in history in terms of their creative nature. From the standpoint of the genealogical approach, several thematic concepts of innovation as a category are highlighted. It is determined that in the conditions of globalization and hard competition, enterprises should pay particular attention to investment and innovation development. Imperfection of the market and legislative framework in Ukraine show that there are significant management problems that are the main factors inhibiting the investment and innovation development of domestic enterprises. The transition to an innovative model of economic development is impossible without attracting investment. Investment and innovation processes should not be considered separately, but in the complex, which leads to the need to build an innovation–investment model that combines investment and innovation principles, methods and mechanisms of implementation, criteria for making innovative investment decisions. The conditions of realization of such an innovation–investment model are covered. It is noted that introduction of innovative–investment model of development of enterprises will allow to solve systemically problems that arise when changing methods and approaches to investment support of innovative processes, rationalization of mechanisms of management of attraction of investments, etc. Conclusions – IT industry is one of the most perspective, dynamic and innovative branches of the modern economy of Ukraine. The main problem of the industry – the imbalance of the market: on the one hand, there is a growing shortage of professionals, on the other – the surplus of specialists with insufficient level of qualification. On the whole, Ukraine is stabilizing the economic and political situation in the country and methodologically grounded institutional regulation of the IT services market as the basis for transforming the possibilities of the domestic IT industry into a competitive segment of the world market, as well as realization of IT potential. Ukraine’s economy, despite all its problems, seems to be one of the best conditions in the world for the launch of IT projects. Cost, and accordingly the entrance threshold, and the risks are incredibly low, and the market of specialists is quite wide. The difference in salary levels between IT and other sectors is attracting more and more young people into the IT environment and actually focuses on country development in one of the most promising areas in the world. Already, Ukrainians are increasingly launching projects aimed at foreign markets, and teams and people accumulate experience of such implementations. There are all the chances that in the coming years we will see a significant increase in Ukrainian IT products, which is likely to result in a significant increase in venture capital investments in the country’s economy and the projects.
