INTERBUDGETARY RELATIONS IN THE BUDGETARY SYSTEM OF UKRAINE

Abstract
Different points of view of scientists studying the problems of budgetary and interbudgetary relations are presented regarding the distribution and redistribution of financial resources, i. e. centralization and decentralization. Interbudgetary relations are proved to create the necessary economic basis for developing public finance and horizontal relationships within the budgetary system. Interbudgetary relations are found to be the objective necessity revealing itself in the interaction of the national system's elements. According to the structure of a state two organizational forms of interbudgetary relations can be differentiated, namely federal (fiscal federalism) and unitary (budgetary unitarianism) ones. The study of these issues is proved to be topical and deserving attention. To the author's mind, a tendency towards budgetary unitarianism is currently observed is Ukraine which is quite long-lasting and mainly related to the fact that the local governments today are not entirely independent and rely in some way on the state budget.
