INTERESTS OF SOCIETY, BUSINESS AND STATE IN THE PROCESS OF LAND RESOURCES MANAGEMENT

Abstract
Purpose. A detailed analysis of the interests of the state, territorial communities, business structures, citizens in the process of land resources management and the creation of a concept for balancing these interests. Methodology of research. In the work as a methodological basis used scientific methods of knowledge based on a systematic approach to solving problems. To achieve this goal a number of general and special scientific methods of research were used: dialectical, monographic (in the process of scientific publications); historical (in the analysis of the proportion of urban and rural population); system analysis (in the study of the sphere of powers of the authorities regarding the disposal of land); the method of analogies and comparisons (in the study of world experience); complex analysis (in the formulation of conclusions and proposals for the solution of the tasks); statistical (in the process of statistics s data) and others. Findings. The essence of the concept "development of rural territories" was substantiated. The interests of business, the state and citizens in the process of using land resources are researched and analyzed. The main provisions of the concept of balancing the interests of participants are disclosed. Originality. The author's concept of balancing the interests of the state, territorial communities, entrepreneurial structures, citizens, which is based on the transfer of powers to local self-government bodies regarding the disposal of state-owned land, as well as optimization of land resources administrators, is proposed. Practical value. The obtained research results can be used for efficient and rational management of land resources, by transferring powers to local self-government bodies regarding the disposal of state-owned land and the optimization of land resources managers.
