Internet Usage in Developing an Instrument Evaluation Character Education in the Primary School Based Culture

Abstract
The aim of this research is to know how far internet usage by teachers in developing an instrument character education evaluation based culture in schools and to develop models instrument evaluation character education. Implementation of the curriculum 2013 requires teachers to be more creative in developing instrument evaluation character education based culture in schools. This research uses an approach "Research and Development", research that will be followed up with the development through the field, design development model, testing and validation. Results of the study showed internet usage elementary school teachers were not optimal yet. In addition, instrument evaluation character education did not accommodate the character that will be invested. So, design model instrument evaluation character education in the primary school-based culture developed by adding needs analysis of character.
