INVESTMENT TO HIGHER EDUCATION AND YOUTH MIGRATION

Abstract

Costs of higher education can be seen as an investment in human capital. The conditionsunder which young people get the higher education for future benefit from the economic point ofview are examined on the basis of intertemporal choice model. We can consider the differences in thecost of education at universities in several countries, as well as cross-country differences in salaries of specialists with higher education as the main factors explaining the out-migration of young people.High expectations of returns to getting higher education is one of the reasons for such phenomenonas an excessive education. The excessive education leads, on the one hand, to the inefficient allocation of resources in the economy; on the other hand, to the emergence of positive externalities and to stimulate economic growth.
