Kenya Police Service Members’ Perception of the Effectiveness of Guidance and Counseling Services in Curbing Suicide Ideation and Stress Management

Abstract

The main purpose of the study was to assess the Kenya police members’ perception of the effectiveness of guidance and counselling services in curbing suicide ideation and stress management. The inability to cope effectively with stressful events in a working environment could lead to chronic stress, burnout, and even suicide. Little information is available about the reasons for the high suicide rates in the Kenyan police service in spite of the presence of guidance and counselling program hence considerable speculation exists as to why police officials commit suicide. It was therefore necessary to study police perceptions’ of the effectiveness of guidance and counselling services in curbing suicide ideation and managing stress. Majority of suicide studies until now had focused on people attempting or committing suicide. The researcher had not come across any study in Kenya or elsewhere that served to determine police perceptions’ of the effectiveness of guidance and counselling services in curbing suicide ideation and managing stress hence the knowledge gap necessiting this research. The fact that there have been increased suicide rates of police officers in recent years and the increased tendency of police members to wound or kill others before committing suicide is an indication that the guidance and counselling programs might be inadequate. This study sought to determine the causes of suicide ideation and its possible remedy. Ex post facto design was used in this study. A sample was drawn from police stations in Nairobi, Mombasa, Kisumu, Garrisa , Eldoret, Nakuru and Mandera towns, C.I.D training school, Kiganjo training college, administration police training college, and prisons training college. Senior police officers were also sampled. Convenience sample (N = 111) was drawn from selected police stations, police training colleges and senior officers in Inspector General’s office. The study attributed cause of suicide and suicide ideation to the following factors namely; lack of resources- inadequate or poor quality equipments, inadequate salary, poor housing, rude language from senior officers and watching criminals go free which the respondents related to the current judicial system which is riddled with corruption and seem neither fair nor independent not to mention the legal system that is perceived as inadequate. Corruption was seen to be the main inherent police stressor as majority asserted that they spend sleepless nights doing paper work and carrying out investigations on corrupt government officials who will never be prosecuted in spite of the numerous evidence presented. Majority of the respondents quoted the billions stolen from the National Youth Service kitty and from the health ministry between February and October 2016. They wondered aloud how they were expected to prosecute the same government that have employed them, the same government that control the judicially and the same government that have stolen the money from the tax payers. In a nutshell, they wondered how guidance and counselling programs could alleviate this type of stress. In addition, terrorism, daily occurrences in the police organisation; having to work overtime, lack of recognition, meeting unrealistic deadlines, lack of personal time also alluded as inherent police stressors. The study provided recommendations.
