KEY FACTORS FORMATION AND DEVELOPMENT OF GLOBAL INNOVATION SYSTEM

Abstract
Features of the present stage of economic development, accelerate the pace of globalization cause the high importance of science and technology for economic and social well-being of society. The main economic achievements of foreign countries, in most cases related to the alignment of priorities in the field of science, technology, as well as the state scientific and technical policy. On the other hand, it is those countries which at a certain stage of their development have focused on the quality of life and the main purpose of development identified improving the level and quality of life of its citizens, could through activation of the scientific potential and strengthening the innovation component of the economy to achieve high rates of economic growth and making a serious step towards the creation of a socially oriented and innovative economy. As a result of the intensification of these processes is formed by such a phenomenon as the National Innovation System (NIS), which is a collection of actors and institutions whose activities are aimed at the implementation of and support for the implementation of innovation. The concept of national innovation systems (NIS) originated in 1980. as a result of the search for new factors of competitiveness of national economies in a post-industrial growth trends, the process of formation of an information society and knowledge economy. At the beginning of the XXI century greatly accelerated the process of globalization of the world economy. It became possible to speak not only of the global financial and commodity markets, but also on the global labor market, as well as global information systems, the structure of the global production of goods and services. Moreover, as in the most developed countries of the world are actively shaped the modern type of economy based on knowledge, it can be argued that the global innovation system (GIS) emerged and began to develop in the same period.
