Labour market in the strategy of the region's human capital development

Abstract

The state of the labor market is one of the key indicators for the identification of opportunities for economic and human development of the region. It is what creates the conditions for the most effective realization of human capital. The main purpose of this article is to study the state and main problems of the labour market development in Vinnytsia, in the context of implementing the strategic objectives of the accumulation of human capital. In order to broaden the disclosure of the objective, this article presents the evaluation of the potential for the development of supply of labour, existing quantitative and qualitative opportunities for the actualization of the productive population in labor and their attitude to relocation. The analysis showed the existence of both positive and negative characteristics of the city labor market in the context of solving strategic development challenges. Among the positive ones are: demographic potential, high entrepreneurial activity of residents, a powerful market of educational services, and highly intensive filling of vacancies. Among the negative ones are: low wages, widespread non-standard forms of employment, outflow of human capital to other cities, vocational and qualification imbalance in the labor market, hidden unemployment and others. The authors proposed a set of activities aimed at improvement of the existing situation in the labor market and prospects for retaining the youth in the city. In particular, it includes expansion of employment opportunities and increase in the economic activity of the population, creation of an innovative scientific and educational cluster, introduction of specific activities for implementing youth policy in the city, stimulation of active business development, overcoming structural unemployment and the labor market imbalance and others.
