Abstract
The scientific article is devoted to issues related to the legal regulation of the financial activities of the Ukrainian authorities the initial period of liberation struggle of 1917–1921. Analyzed the historical background of the formation of an independent financial system UNR, achievements and failures of the process of legitimizing the financial institutions of an independent state.
