LEGAL REGULATION OF SUBSOIL USERELATIONS IN CIS COUNTRIES AND UKRAINE

Abstract
The research paper is devoted to the analysis of the development level of mineral wealth use legislative regulation in the countries of the Commonwealth of Independent States and the development of the guidelines for the improvement of national legislation in the sphere of mineral wealth use considering the experience of some countries of the CIS. In our opinion, it is essential to research the legal regulation of subsoil use relations in CIS countries. Focusing on the legislation related to the subsoil resources of Post-Soviet countries is motivated by the shared historical past with Ukraine and, correspondingly, almost the same mechanisms of government control and regulation of rational subsoil use, however, each of the countries has chosen its own way of development of the administrative legal relations in asubsoil use field. Аuthor singles out following key issues to be addressed: system of subsoil use authorization, ways of making the subsoil resources available for use, duration of the right to use the subsoil resources.
