Legislative Fundamentals of the Cinematographic Management in the Ukrainian Soviet Socialist Republic in 1938-1945

Abstract
In the article, the Ukrainian Soviet Socialist Republic’s legislation in the cinematographic art in 1938-1945 is researched. The formation of the managerial vertical of the authority, concerned the Ukrainian cinematography, is analysed. The author highlights the influence of the Committee of the Cinematography of the Council of the People’s Commissars of the Union of the Soviet Socialist Republics (the USSR) on the development of the Ukrainian cinematography. The researcher considers the structure of the Committee and its functions in detail. The power of the republican institutions over the cinematographic art is reviewed. The purposes of the research are to analyse the activity of the cinematographic establishments, to highlight the main vectors and forms of their activity and to define their impact on the spiritual improvement of the society. The basis of any kind of activity is the legislation and the variety of laws. The systematization of them allows us to study the state of the Ukrainian establishments of the cinematographic art such as cinemas and cinematographic studios. The author has found out the goal and the tasks of the state authority’s policy in the field of culture in the researched period. In the article, the author references to the following documents: resolutions of the Council of the People’s Commissars of the USSR and the Council of the People’s Commissars of the Ukrainian Soviet Socialist Republic, orders of the Committee of Cinematography of the Council of the People’s Commissars of the USSR and its structural departments. The author pays attention to the particularities of the film distribution at the territories of the Ukrainian Soviet Socialist Republic. In addition, the researcher highlights the mechanism of the film distribution on the example of Kyiv region. The influence of the Committee of Cinematography of the Council of the People’s Commissars of the USSR on the scriptwriting is pointed out. The changes in the legislation, dealt with the cinematography, in 1938-1945 are reviewed. The author analyses the negative consequences of the centralization of the cinematographic art and the state’s intervention to the creative artistic process.
