Abstract

Purpose – researching of peculiarities of implementing of water vehicles customs control and customs formalities procedures. Methodology of research. To achieve the object such methods as induction and deduction, theoretical generalization, monographic (in the process of researching of scientific sources, legislative and normative acts on implementing of water vehicle Customs Control and Customs Formalities Procedures), abstract and logical (to generalization of theoretical positions and to forming of conclusions and propositions). Findings. Main legislative and normative acts on implementing of water vehicle Customs Control and Customs Formalities Procedures are identified. Typical Technological plan of passage through the state border of persons, car, water, rail and air vehicles and goods which are moved by them and Typical Technological plan of implementing of Customs Control of water vehicles, carriers and goods which are moved by them, in State Border Checkpoints. The order of implementing of Customs Formalities in the process of passage of water vehicles, carriers and goods which are moved by them, is researched. Next items were identified in the process of researching: significant complexity and non-transparency of implementation are main features of water vehicles Customs Control and Customs Formalities; legislative and normative acts are contradictory and don’t clearly describe water vehicles Customs Control and Customs Formalities Procedures; clear legislative and normative regulation of items on implementation of preliminary informing in See Checkpoints and on using of ISPU is absent; common approach to using of software product in the process of implementing water vehicles Customs Control and Customs Formalities is absent too. Originality consists in studying the peculiarities of the implementation of customs control and customs clearance procedures for water vehicles, which makes it possible to elaborate proposals for amendments and additions to legislative acts regulating this issue. Practical value. Main statements of this research can be involved into the process of working out of propositions and making changes and additions in legislative and normative acts, by the help of which Peculiarities of implementing of water vehicles Customs Control and Customs Formalities Procedures are regulated.
