LOGIC OF DETERMINATION OF ESSENTIAL ASPECTS OF POLITICAL RESPONSIBILITY AND CRITERIA OF MEASURING

Abstract
In the article an author examines the political responsibility as difficult enough formation of collective character, having the in-tegrated structure in that he distinguishes next four elements: the political education of society, where philosophy of «active citizen-ship» dominates; serving as the basis of citizenship; political education of citizens distanced from escapism and absenteeism; pro-state position of political opposition; political education of leader realizing the obligations before electors. The considered aspects of political responsibility recreate the structural elements of the mentioned phenomenon, giving an op-portunity to unite the theoretical construction of political responsibility with a context of real political process and in the aggregate form it forms meaningful definition of the essence of this phenomenon. In relation to the criteria of estimation of political responsibility, an author draws conclusion: as Ukraine is the state and socie-ty, that in the past did not have a withstanding system of the informal norms of determination, adopted by consensus, so that would be appropriate establishing of a new bases of the Continentally-European model of institute of political responsibility, foreseeing the mainly legal adjusting of activity of ordinary citizens and politicians. From the point of view of prospect of further researches of problem of political responsibility, would be possible to use given ma-terial as a conceptual basis at creation of code of behavior of politician and development of legal mechanisms, relating the conse-quences of political actions with a corresponding citizen and politician. Sociocultural, normative-valued, comparative and historical methods are being used as a tools for researches.
