Manager and Teacher Views about Manager Assignment Criteria Applied After 1980

Abstract
School management is not a usual task that anyone can easily do. Carefully choosing and educating these people who will carry out this job is one of the main condition for reaching the success in education. The aim of this work, determining the manager selection criteria in the direction of regulations from 1980 to present; revealing the views of middle school teachers and managers regarding these criteria. In this survey according to the criterion sampling method, from 1980 to present, manager assignment regulations were examined; manager assignment-selection criteria were examined with regards to general conditions, preference, evaluation forms and assignment situation and a draft questionnaire was developed. The prepared draft questionnaire was finalized by submitting them to experts view. Prepared questionnaire was applied to 380 school managers and teachers in 25 school determined by unbiased sample method in Ilkadım, Atakum, Canik and Tekkekoy province of Samsun. In the regulations that were changed 27 times since due to the political will and cancellation of the courts, it was seen that the most important assignment criteria of primary school and middle school managers were certificate of achievement, exam score, appreciation point and the interview. The participants in the survey gave importance of the managers to use Turkish well and effectively and their ability to use communication skills. According to the survey participants mostly desired the managers to be sorted as; selecting them between educated people in management field, to educate these people in management field, selecting them among the ones who have post graduate/doctorate degree in management field, choosing the managers among the teachers who have succeeded in the exams of OSYM, if there is an interview giving place to the associate professors or professors in education management field, giving word to the managed ones and doing manager selection in an objective way disregarding the debates. In this context, in the written examination, constitution of the committees from authorized people, the need to be treated objectively in the interviews and the requirement of manager education were emphasized.
