Mechanism of public administration of environmental safety in agricultural production in Ukraine

Abstract
The article describes the prerequisites for the need for the formation of a comprehensive, adaptive mechanism of public management of environmental safety in agricultural production in Ukraine. The model of the mechanism of public management of ecological safety of agricultural production in Ukraine is developed, its main components: subjects, objects, functions, principles, tasks, directions of state regulation in the sphere of ecological safety of the agricultural sector and effect are described. The state program in the field of environmental protection and ecological safety is proposed, which involves the use of two main interrelated areas: reduction of consumption of natural resources and pollution volumes, while simultaneously improving the quality of economic growth through modernization and improvement of technologies, introduction of low-waste and resourcesaving industries, secondary use recycled resources and waste, etc. On the basis of state policy in the field of environmental protection and environmental safety, a regional policy based on the use of five basic forms of environmental safety management is proposed: fees for the use of natural resources, the formation of an efficient system of payments for natural resources, environmental insurance, environmental audit, economic effectiveness of the regional project.
