Metamorphosis of the Basic Tools of the State Agricultural Policy

Abstract
Ukrainian agricultural sector has enormous structural and resource potential, which, along with appropriate State support is able to accelerate development of the national economy, its sucessful interaction with agricultural regulations of the EU and integration in the world economy as a whole. At the same time, reforms envisaged by the existing strategic documents of the highest level, including the Strategy for sustainable development «Ukraine-2020» and the coalition agreement, should be fully taken into account not only in the Common integrated strategy for development of agriculture and rural areas in the 2015-2020 (initiated by the Ministry of agrarian policy of Ukraine), but also should be based on the best international practice of instrumental and methodological support of the State agricultural policy, in particular - anti-crisis policy. All this occurs against the background of «pushing through» by some of socio-political actors together with agricultural lobbyists the misconception about an allegedly planned drastic decline in the relevance of State programs for supporting the agricultural sector. That is why the article has attempted to systematize the role and the metamorphosis of the basic tools of the State agricultural policy on example of the developed countries since the times of the first industrial revolution. As result has been determined that State agricultural policy would develop gradually, stage-wise, on the basis of the new cyclic-spiral directions, that would be completed on the already formated fundamental basis in accordance with the current needs of national and world economy. Also, trend on development of an integrated system of agricultural support is alleged as kernel of the agrarian sector and becomes one of the main priorities of socio-economic policy along with complication of structure of the complementary tools for the promotion and regulation of the agri-food sector.
