Methodical approach to problem definition of management system of higher education in culture and art field

Abstract
The paper formulates methodical approach to building a space of higher education management and identifies complex of problems of higher education management in culture and art field. To form a clear set of tasks in the management of system of higher education offered the use of decomposition method, according to which the whole system is divided into parts or subsystems, according to selected characteristics of decomposition: type of controlled process, an element of organization structure (organization, field, ministry, department, and region) function of management, period of management. It was grounded that described method of building space of higher education system management in Ukraine allow detecting complex of tasks of this system management and can be used for different areas or subsystems of higher education.
