Abstract
Programming and design process as the basic steps in creating a product of architectural planning process shows a systematic structure depending on the function especially in multi-functional building typologies. It is important for accurate architectural designs to create a systematic way and to transform many various and complex information into a sequence of useful information for programming and design. In this study, analysis titles for design and programming are determined such as: analysis of the organizational data, capacity and size surveys, determination of the basic functional groups, identification of the users, determination of the actions, tools and system of actions and these titles are handled via justice palaces formed of many complex function groups. The data obtained from these titles of analysis is identified as necessary strategies for architectural design.
