MİSYON, VİZYON VE AMAÇLAR BAĞLAMINDA GELECEĞE BAKIŞ: MEHMET AKİF ERSOY ÜNİVERSİTESİ STRATEJİK PLAN ÇALIŞMALARI ÖRNEĞİ

Abstract

Bu çalıĢmada, Mehmet Akif Ersoy Üniversitesinin stratejik planlarında geçen misyon, vizyon ve stratejik amaç açıklamalarında kullanılan öğeleri tematik olarak irdelemek, bu öğelerin tekrarlanma sıklıklarını, benzerlik ve farklılıklarını ortaya koymak amacıyla kıyaslama çalıĢması yapılmıĢtır. Söz konusu üniversitenin stratejik plan kitapçıkları incelenerek elde edilen veri¬ler, içerik analizi tekniği ve yorumlayıcı yaklaĢım ile analiz edilmiĢtir. Elde edilen bulgulara göre, Mehmet Akif Ersoy Üniversitesinin misyon açıklamalarında “ÇağdaĢlık, Ulusallık, Bölgesellik, Bilim ve Teknoloji, Eğitim ve Öğretim Hizmetini geliĢtirmek, Faaliyet Alanı, Birey Odaklılık” vurgusunun sıklıkla yapıldığı tespit edilmiĢtir. Ayrıca vizyon açıklamalarında da “Bilim ve Teknoloji, Ulusallık ve Faaliyet Alanı” kavramlarına odaklanıldığı saptanmıĢtır. Üniversitenin amaçlarında sık tekrar eden “Eğitim ve Öğretim Hizmetini geliĢtirmek, UluslararasılaĢma, ĠĢbirliklerin geliĢtirilmesi ve AraĢtırma odaklılık” gibi bu kavramlar da çalıĢmanın diğer bulguları arasındadır. EXTENDED SUMMARY Research Problem The aim of this course is to explain the differences used in the strategic plans of Mehmet Akif Ersoy University in terms of mission, vision and strategic goals explanations and to explain the differences between these elements in terms of repetition frequency, similarities and differences. It is a matter of curiosity whether there are differences in the vision, mission and goals of strategic plans according to the change of upper management of university. Therefore, a research has been carried out in line with strategic plans. Research Questions Is there a difference in terms of vision, mission and goals according to the time taken? According to the vision of senior management, have the main issues of strategic plans changed? Are the main issues in the plan of each strategic period similar? Tried to find answers to such questions. Literature Review In this study domestic and foreign literature is reviewed. There are few studies comparing vision, mission and strategic goals. These studies are generally master and doctorate theses. A mixed screening was done in the literature. Previous studies have screened and compared the vision, mission and strategic plans of similar institutions in different localities. For example, studies were conducted on banks and universities. In this study, the strategic plans prepared by different management of the same institution were examined. Here, conclusions are drawn in the context of different management and different time periods. Methodology In order to obtain the data to be used in the study, the strategic plans that were opened on the web site of Mehmet Akif Ersoy University were downloaded and collected. The data collected in this study is systematically explained by applying the content analysis technique from qualitative research methods. Content analysis is an objective, systematic and generalized analysis method which is performed due to a detailed reading (ÖğülmüĢ, 1991: 215-216). In other words, content analysis is the process of determining concepts (categories) in order to reveal the main subject areas, dimensions and special sub-areas in the content of the material (TavĢancıl & Aslan, 2001). Using this method of analysis, the results of the three strategic plans of Mehmet Akif Ersoy University, which have been prepared so far, have been presented and comparisons have been made. In these explanations, the concepts of repetition frequency were put forward, similarities and differences were tried to be determined. The aim of the study is to analyze the comparison of Mehmet Akif Ersoy University's mission, vision and goals in the strategic plans of the period of 2008-2013, 2012- 2017 and 2017-2021. The study is of special importance as it aims to reach the concepts used within these explanations and to contribute to the perception, understanding and interpretation of these concepts by even lensing the application. Results and Conclusions While the concepts of modernity, nationality, regionalism, science and technology, education and training, the field of activity and individual focus were the most frequently repeated and clustered expressions in the mission statement, universality and secularity, democracy and internationalization were found in the second place. When the frequency of the concepts used in the vision statement is examined, the most common concepts are nationality, science and technology, and the field of activity, while the concept of internationalization is the second. Subsequently, it is observed that regionalization, education and training service, individual focus, sociality, democracy and innovation are mentioned. When the goal explanations are examined, the concepts of improving education and training, internationalization, university development and research-oriented concepts are included in the goal statements of the three strategic plans and the nationalization, regionalization and research and development activities have been repeated twice. In addition, it has been determined that science and technology, activity area, individual focus, sociality, number of publications, human resources development, provision of academic incentives and supports, stakeholder focus, specificity, infrastructure development, resource shortage and recognition are also mentioned in the explanations.
