Modern tendencies of the customs bodies reforming: standards and reality

Abstract
The article is dedicated to the analysis of changes in the Ukrainian customs bodies structure. The arguments and the order of their reforming in 2012–2014 are studied closely, when there was a unification of the tax and customs services in one establishment, and also the propositions as for the future modernization of the customs offices are expounded. The international standards in the sphere of organization and management of customs administrations, which are accumulated in the Customs Blueprints, are researched. The monitoring of the critical inquiries by the specialists, scientists, politicians, and businessmen as for the creation of the unifiedtax-customs establishment, draft laws and scientific researches as for its future modernization has been per formed. The attention on the projects, aimed at the revival of the autonomy of the customs service, is emphasized. The current misunderstanding of the reforming options of the domestic customs bodies is stated, the necessity of the arrangements for the long-term projects of the reorganization of the iractivities is rationalized.
