MODERN TRENDS FOR THE DEVELOPMENT OF STATE POLICY IN THE FIELD OF EDUCATION

Abstract
Current approaches to state policy in education have been considered and analyzed. Scientific and practical recommendations for improving the ways of implementation of state regulation in the sphere of education have been theoretically justified and worked out. The role of state regulation in shaping the education sector is quite large, but it must be tailored to suit the current state of Ukrainian society to improve the effectiveness of the reforms. That is it is necessary to introduce a flexible cooperation of theoretical, applied and practical aspects of learning, and it concerns not only the university education but also schooling. It is especially important to show the child from the first years of studying, and then the young man who seeks to pursue higher education, a close relationship of studying with life in practical, specific, and general aspects. Intencification of such studying would contribute to the development of the ability to apply general knowledge to specific life situations, while setting for this the required interdisciplinary connections. Thus, responsibility for the environment, cultural heritage and active life position are formed in a future specialist. The role of state policy in the sphere of education is determined by the fact that it directly affects the formation of the society ideological orientations aimed at strengthening the public consciousness of modern intellectual and spiritual values, which is a determining factor in the formation of national capacity. However, experts in this sphere are the most sensitive to market conditions, processes of culture globalization, deep transformations of socio-cultural communication. One of the priorities of higher education development is the implementation of the strategic course of Ukraine’s entry to the common European and world educational space. Its main objective is to consolidate the efforts of scientific and educational community and governments to raise the competitiveness of Ukrainian higher education and science in global terms, increasing the role of this system in social transformation.An important step in this direction is the adoption of a new law on higher education, as an influential element of a systemic reform that has passed all stages of the political dialogue, and has been agreed with all interested community groups. It is a well-targeted phase of radical changes, that our country lacks and that Ukrainian society hopes for. This law has literally been endured by educators, student community, enthusiasts of education. Its adoption is the evidence that we are ready for a change. The revolution of dignity, which began with the active participation of students, with the cost of human lives paid political will for reforms in the country today, and the ability to pass laws for the future, in particular – the law on higher education that lays new foundations of a truly European operationof Ukrainian universities. Ukraine has finally chosen the European way of development. We have to become competitive along with the most developed countries. And for tthis it is necessary to encourage the development of human capital – the country’s most valuable resource in today’s world, which is directly dependent on the successful state regulation of the educational sphere.
