Abstract

The Hills have long belonged to the town, being a public asset in the hands of the City Council. But when the Property Registry was created in the 19th century, the wealthiest families that make up the local oligarchy were in charge of eliminating this fact and turninig the publics hills into a into a private one. But this will not be rapid process, but rather a progressive one that will eventually affect a large number of hectares. This will cause a series of issues in the ensuing years and which continues to theses days.
