Municipality as a regulator of household wast management

Abstract

The purpose of the article. The article examines the experience of bodies of local self-government in EU Member States in the field of household waste management, which has proven itself in practice. EU legislation in this field has been investigated. The directions of municipal waste prevention have been established. Scientific novelty. Due to the unsatisfactory state of implementation in Ukraine of the obligations imposed on local authorities by the Law on Waste, it is proposed for the first time to explore the best practices of EU Member States in the field of household waste management in order to draw on positive experience. Conclusions. Bodies of local self-government are one of the key players in waste prevention. They can, through appropriate measures, help reduce the amount of waste generated and their hazardous properties. Waste prevention is a set of measures taken before a substance, material or product becomes waste. The purpose of these measures is to reduce the amount of waste by reusing products or extending their service life, reducing the impact of generated waste on the environment and human health, and reducing harmful substances in materials and products. Waste prevention is a necessary prerequisite for sustainable development of the settlement. This area should be seen not only in terms of waste (although waste prevention is the first link in the waste hierarchy), but also in terms of the entire product life cycle (product design, production, distribution, use, reuse, recycling), and synergies of social, regional development, education, etc. Municipal waste prevention can be classified into the following areas: coordination of information activities; educational activity; composting of waste; waste reuse; support of the activities of the entities in the field of waste prevention. Coordination activities should be carried out both between the actors at the community level (horizontal coordination activities) and national, regional and local levels (vertical coordination activities). Educational activities play an important role in actively involving citizens in reducing waste generation and sorting of municipal solid waste. Training and awareness-raising campaigns should take place in this direction. It is advisable to combine education and training in its practical implementation in the settlement. Education of schoolchildren has a significant effect. Composting stations for organic waste and facilitating the reuse of goods by bodies of local self-government should be identified as separate areas contributing to the reduction of waste generation at the local level. Used goods that the consumer no longer uses or does not want to use, but which are functional, may well serve someone else. Depending on the condition and value, used goods can be sold, exchanged or donated. For this reason, citizens should have sufficient capacity to transfer these used goods for future use. Such opportunities, modeled on EU member states, should be created by local authorities.
