«MYKOLAYIV PERIOD» OF VYACHESLAV STRELSKY IN THE RECORDS OF THE STATE ARCHIVES OF MYKOLAYIV REGION

Abstract
The article highlights the «Mykolayiv period» (1935–1941) in the biography of Vyacheslav Illich Strelsky, a prominent Ukrainian scholar and archivist and one of the founders of the Archival Studies Department in the Taras Shevchenko National University of Kyiv. Moreover, the author touches upon the history of the State Archives of the Mykolayiv region in the dreadful period of the Stalinist repressions. The author refutes incorrect factual information on the «Mykolayiv period» of V. I. Strelsky provided by her predecessors and makes conclusions about the meaning of this period in the biography of the scientist. V. I. Strelsky was neither the director of the State Archives (R. U. Asushkina, M. K. Moroz, I. G. Kogon held that post sequentially), nor the Chief of the Mykolayiv Regional Archival Administration (I. I. Tishchenko), nor the Chief of the NKVD Archival Division in the Mykolayiv region (I. I. Tishchenko, G. P. Vakulenko, M. S. Lunin). In the «Mykolayiv period», V. I. Strelsky served as a senior scientific officer of the Mykolaiv State Historical Archives / Mykolayiv Regional Historical Archives (September 1, 1935 – April 20, 1938), a senior scientific officer and deputy Сhief of Mykolayiv Regional Archival Administration (April 20, 1938 – February 19, 1938), as well as a senior scientific officer and deputy Chief of the NKVD Archival Division in the Mykolayiv region (February 19, 1939 – February 14, 1941). While working in the Archives (after R. U. Asushkina’s discharge (March 2, 1938) and until the appointment of M. K. Moroz (April 20, 1938), V. I. Strelsky was the Director, ad interim of the Archives. As a future scholar, Strelsky paid special attention to archival work, namely: 1) organizing records arrangement, disposal of valueless records, and accessioning archival records for storage, systematizing and describing of records, filling out the standard forms of the Unified State Archival Fonds; planning and reporting; distributing archival buildings and equipping district archives; assessing institutional archive units; 2) organizing archival education efforts (lectures, seminars, long-term courses); administering archival-technical exams for archivists on the historical-archival institute level. V. I. Strelsky was the founder of archival education in Ukraine, and he grew up as a teacher in Mykolayiv; 3) classifying the archival fonds that contained valuable information for the NKVD; examining archival records for operational-chekist purposes; identifying the persons who, according to Stalin’s regime, could have been potential «enemies of the people»; compiling card-registries on such individuals and sending the cards to the Second (secret-political) division of NKVD; fulfilling the NKVD requests. Thus, the «Mykolayiv period» simultaneously shows Strelsky as a historian-archivist, future scientist, and teacher and a «cog» in the repressive Stalinist machine which used archives to organize mass repressions. The article utilized the records from the State Archives of the Mykolayiv region, including an article by V. I. Strelsky «Save the Documents of the Stalin Period»; the report of V. I. Strelsky about subordinating archives to the NKVD written on June 21, 1938; the secret letter of the Chief of the Mykolayiv Regional Archival Administration I. I. Tyshchenko to the Chief ad interim of the USSR Central Archival Administration M. V. Maltsev, dated September 29, 1938, on the inaccuracies in V. I. Strelsky’s autobiography; the V. I. Strelsky’s letter about the acceleration of the classified archival fonds analysis written on November 18, 1940.
