Henry Spitzmuller - An Actor of the French-Romanian Relations (June 1940-August 1944)

Abstract
The purpose of this article is to analyze the activity of the French diplomat Henry Spitzmuller who although represented the Vichy government in Bucharest, decided to collaborate with Free France. We intend to try to understand the attitude of a diplomat from the Vichy Regime in front of the dissidence who decided to adopt a “double game”, meaning to continue to serve Vichy but also to establish secret contacts with Free France. The evolution of “Spitzmuller”, “Spitz” or “Dr. Goudéa”, First Secretary of the French Legation in Bucharest, from Vichy to the Resistance, will be analyzed within the framework of the stages established by David Bobin in an article from 2008 in order to demonstrate that he is not an isolated case. The analysis is therefore situated in the context of the debate dedicated to the investigation of some of the difficulties which the French diplomatic apparatus encountered during the Second World War.
