The classification of funded pension schemes in the light of the EU documents and its significance for the Polish pension system

Abstract
Classification of pension schemes used by Eurostat on the basis of the Decision of 2 March 2004, does not account for the evolution of public pension systems. This applies especially to the reformed pension systems in the countries of Central and Eastern Europe, including Poland and pension reform of 1999. The decision to classify pension funds outside the general government sector, does not take into account all relevant factors characterizing the operation of the Open Pension Funds, and in particular the existing guarantee of payment of the minimum benefit, which relates to retirement of the two pillars of the mandatory pension system in Poland. Changes are also needed in an approach to the recognition in the ESA pension obligations of public pension schemes with defined contribution based on PAYG principles.
