"New regionalism" as a change of structure territorial policy

Abstract
The main provisions of the concept of “new regionalism” as a policy of expanding the powers of the regions are substantiated. It is determined that its implementation should be evolutionary, and not revolutionary in nature, and only in that case it will have a significant positive impulse. It is shown that this process is complex and requires a balanced approach. The development of new legislation should precede practical steps, administrative reform – territorial division reform, and any actions should be carried out only when they are understandable and acceptable to the majority of the population. It is shown that a significant expansion of the rights of regions at the supranational level can have both ambiguous consequences both in the short and long term.
