Normative and legal support of training the of law enforcement forces to carry out combat missions (basic level)

In the article through the prism of the formation of Ukraine as a democratic state, its integration into the Euro-Atlantic and European structures (compliance of law enforcement agencies with the European standards of law-enforcement activity), the number and quality of threats and dangers, as well as their diversity, the problem of normative-legal provision of the basic level of professional training units Forces of law enforcement to perform military and combat tasks to ensure Ukraine's internal security against unlawful attacks, which is ak In the light of the reformation of the security sector of the state, and its solution is connected with the necessity of developing a clear concept of providing state security forces with law enforcement. The analysis of legislative and sub-normative legal acts regulating the operative-service and service-fighting activities of the forces of law and order protection gives grounds to assert that the normative-legal provision of training of personnel of units of the forces of law and order protection to perform service and combat tasks for ensuring internal security of Ukraine from unlawful Encroachment has general patterns for all subjects of military and combat activity, and is aimed at acquiring the competencies necessary for the implementation of The powers entrusted to them by law. The training of the personnel of the units of the law enforcement forces should be considered as a phased, purposeful process of obtaining competencies, which requires a comprehensive study and the gradual formation of special knowledge and skills necessary for carrying out operational-service and military-combat missions. The legal and regulatory framework for the training of the personnel of the law enforcement forces is a system of legislative and regulatory legal acts regulating professional training of the personnel of the forces of law and order protection on a three-level basis: 1. Primary vocational training of personnel and training in higher education institutions with specific training conditions (basic level) - which provides for the acquisition of general competencies necessary for the performance of official duties of the relevant subject of military service activities; 2. Preparation for performing military-combat tasks (in the system of professional training) - involves the acquisition of competencies by the personnel for actions in crisis situations that threaten national security. May take place during the daily training of personnel of special units, training of special units, operational-tactical, tactical-special and command-staff exercises; 3. Preparation for a particular special operation (in the system of training) - involves the targeted training of a certain personnel before carrying out a special operation, taking into account the operational environment, the features of the subject and object, available resources, etc.
