Novels of the modern concept of Ukrainian administrative law

Abstract
The article represents the innovate view on traditional questions of administrative law doctrine. The concept of human centeredness and its connection with the doctrine of administrative law are analyzed. The attention is drawn to the fact that administrative law is a kind of specified constitutional law and that full scale implementation Constitutional provisions is impossible without the rules of administrative law. The modern tendencies of the administrative law system development are determined. Besides the article provides the arguments for thesis that the Constitution of Ukraine shall not be considered as a source of administrative law, but it may act and really acts as the basis for: the formation of a system of sources of administrative law, the filling of sources of administrative law with a specific content, verification of norms placed in sources of administrative law on the subject of their constitutionality. In addition, the author examines the conditions for the recognition of an act of the judicial authority as a source of administrative law.
