О научном обосновании механизма эффективного управления государственными инвестиционными программами и проектами

Abstract
Предложена инновационная методология формирования государственной инвестиционной программы на длительный период — до 33–40 лет, состоящей из жестких («квантированных») рядов инвестиционных проектов любого уровня и сфер социально–экономической общественной деятельности, различающихся исключительно по строгим, заранее установленным государством, численным значениям ограниченного числа показателей экономической эффективности государственных инвестиций, которые находятся в гармоничной сбалансированной взаимосвязи с утвержденным высшим государственным органом управления народным хозяйством Российской Федерации национальным параметром (нормой дисконта), характеризующим минимальные требования общества к эффективности инвестиционных проектов, численное значение которого определяется по авторской методике, в увязке с прогнозами экономического и социального развития страны, в том числе темпом экономического роста.
