Organization of public administration at the regional level: european experience for Ukraine

Abstract
The article is devoted to the experience of organizing public administration at the regional level of European countries in order to use the best achievements in Ukrainian practice. The purpose of this article is to examine the experience of European countries in the context of identifying the role of local self-government in the system of public administration and differentiating the competences of state (public) management at the regional level in conditions of decentralization of authority. Models of the distribution of competences between state power and local government in France, Poland and Bulgaria are considered. As a conclusion, there are state bodies that control and monitor the work of local selfgovernment bodies and present the part of the state at the regional level. Legislation defines the independence of local government bodies at the basic level from public administration. The balance of national interests and needs of the basic community is achieved by the creation of separate structural subdivisions of public administration that do not affect the policy of local government, but serve as a state in the field for which local communities do not respond.
