ОСОБЛИВОСТІ КРИМІНОЛОГІЧНОЇ ХАРАКТЕРИСТИКИ ЛАТЕНТНОЇ (ПРИХОВАНОЇ) ЗЛОЧИННОСТІ

Abstract
In the article the author analyzes the essence of the main points of view regarding the definition of concealment of a crime, the direct definition of the nature and causes of latent crime, i.e. its criminological characteristics, as well as the definition of measures and methods for reducing latent crime, namely: improving the system of accounting for crimes committed in a certain territory, for a certain period of time; the establishment of more stringent requirements regarding the adherence to the rules of conducting criminal-general statistics; implementation of measures that promote the professional level of employees of law enforcement agencies and improve, strengthen their material base; realization of work with the population with the help of educational measures that will stimulate the improvement of its professional culture and awareness; improvement of the legislation, as well as elimination of conflicts of law, as well as control over observance of the norms of legislation concerning the activities of precursor organizations, attention to increasing the level of the protection of witnesses and victims of crime; the systematic conduct of analitic work on the diagnosis of quantitative and qualitative characteristics of crime, the detection of complete criminological characteristics of the criminals, for disclosure by authorized bodies on data related to the level of delinquency in Ukraine and data comparison with other European countries on regular intervals. In order to determine the place of hidden crimes in the system of latent crime, the content of the concept of latent crime is defined in the article. The author in the article stresses that the study of all signs of the criminological characteristics of latent crime in the complex plays an important role, namely: the receipt of information on the real aspects of crime; cognizance of the prevalent crime structure; creating a clear idea of the trends in the dynamics of crime; indication of the size of losses caused by the state and individual persons; the identification of the communities that generate crime, the elimination of the ways of their elimination; forecasting and planning for the fight against crime. The author of the study made a proposal to minimize the level of latent crime in Ukraine and proposed specific measures and methods. The article clearly states that the positive results of the activity to reduce latent crime, of course, depend on the steady observance of measures regarding economic, financial and cedar enforcement of law enforcement agencies.
