PARTICIPATING OF ORGANS OF STATE FINANCIAL CONTROL IS IN ADMINISTRATIVE DELIKTUAL PROCESS: COMPARATIVE ANALYSIS OF LEGISLATION OF THE STATES OF POST-SOVIET SPACE

Abstract
In the article legislative approaches are analyzed in the post-Soviet states to the settlement of participation of organs of state financial control in matters about administrative offences. The comparative analysis of legislative acts, which fasten status of organs of state financial control, and their participation, in an administrative deliktual process, is carried out on the basis of texts of the Basic laws of these states, special normative acts, in the field of state financial control, codified acts from administrative delikts and order of their decision. Fixing of institute of responsibility is examined in the field of state financial control. General and specific lines are selected in legislative approaches in relation to participating of organs of state financial control in to administratively deliktual process. Author vision speaks out in relation to the possible borrowing of separate positions of the proper legislative acts in the probed direction in the Ukrainian legislation.
