Partnership of the State and Society with in the Social Services for Internally Displaced Persons

Abstract
Currently the efforts of the governmental sector are not enough to solve the main problems of іnternally displaced persons (IDPs), such as housing and job hunting, access to social infrastructure services, therefore, a joint response of all three sectors of society to address this challenge is needed. It is proposed to create a network of regional centers (departments) of the social services for IDPs, which is a form of cooperation between public sectors. The center (department) of the social services for IDPs could be a state or non-governmental organization the activities of which meet the requirements of the state standards of social services and the “Standard status on the Center of the Social Services for Internally Displaced Persons”. The articles of this document should be developed with the participation of a wide range of experts. Two divisions must function within the structure of the center (department) of the social services for IDPs: the department (division) for operational assistance and department (division) for planned assistance. The work of the department (division) for operational assistance is aimed at satisfying the urgent needs of IDPs (such as provision of food, necessary clothes, medicine, means of rehabilitation, the organization of temporary (up to 1 month) residence, placement in medical institutions, psychological help), while the work of the department (division) for planned assistance involves finding the accommodation and workplaces for IDPs, informing them about the activities of social infrastructure objects and non-government organizations. The National Database for Arrangement of Internally Displaced Persons, which contains information provided and updated by participants of all sectors of society, is the basis for the work of the department (division) for planned assistance. It consists of three sections: “Housing”, “Work”, “Infrastructure”. The National Database for Arrangement of Internally Displaced Persons contains information on the available housing for rent or purchase, vacancies, social infrastructure services.
