Patriotic political elite creation (1994-2004): Dimensions of Problems

Abstract
Some basic obstacles of domestic political elite genesis in the period of L. Kuchma’s presidency are exposed. There are some considerations of the factors of its origin and the mechanisms of its influence on the forming of the qualitative political class of that time, which was critical for further processes of elite forming. The experience of political elitism in Ukraine and the countries of Central and Eastern Europe is compared. The connection between the difference of privatization processes and the difference between the levels of Ukrainian and Central-Eastern European political elites is revealed. The reform prospects of the «Orange Revolution» are analyzed.
