PENERAPAN PENJAMINAN MUTU DI PERGURUAN TINGGI DENGAN PENDEKATAN TOTAL QUALITY SERVICE

Abstract
Quality improvement is one of the government's commitment in the education sector as outlined in government documents such as the Guidelines, Repelita, Propenas, and Strategic Plan. The system of accreditation conducted by the National Accreditation Board (BAN) and surveillance system conducted by the Inspectorate General (IG), the Financial and Development Supervisory Agency (BPK), and the Supreme Audit Agency (BPK), which focuses on the functional supervision, feels less the right to be a assurance that colleges already provide quality education for its students. The impact of globalization can not prevent international orientation in college so that sooner or later will need comprehensive mechanism regarding quality assurance must be met. These things can be seen as a strong motivating factor for the need for a mechanism or an effective and transparent system to ensure the quality of higher education. This article proposes a new paradigm for quality assurance in Higher Education, named Total Quality Service (TQS).
