PLACE OF THE COMMISSIONER OF THE VERKHOVNA RADA OF UKRAINE FOR HUMAN RIGHTS IN THE IMPLEMENTATION OF THE NATIONAL PREVENTION MECHANISM

Abstract
The article is devoted to the consideration of the powers and activities of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights in the implementation of the function of the national prevention mechanism. In the research there was identified a list of detention places for persons, which can be visitedby the employees of the national prevention mechanismaccording to the provisions of Optional Protocol to the United Nations Convention against Torture. The fundamental principles of the work of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine (such as publicity, neutrality and accessibility) are disclosed in the article. Attention is drawn to the structure of the secretariat of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine and its separate unit for the prevention of torture. The expensesreimbursementprocedure for the participants of the national prevention mechanism for preventive visits to detention places was disclosed for the first time on a scientific level. Particular attention is paid to the disclosure of the activities of regional representatives, regional coordinators and the secretariat of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine. The list of areas where regional representatives and regional coordinators already exist was named. In the article it was proposed to renovate the form of official responseby the Verkhovna Rada of Ukraine to the results of the Ombudsman’s activity, dictated by the Constitution of Ukraine (adoption of resolutions for annual and special reports)
