Abstract
Having studied relevant philosophical and legal scientific works the author outlines views on the nature and purpose of the concepts and categories of administrative proceedings. It is substantiated that the concepts of administrative proceedings are forms of thinking that in the most essential features describe the phenomena that are reflected in the legislation on administrative proceedings for its proper organization and implementation, as well as those that emerge and develop in theory and/or practice of administrative proceedings. The category of administrative proceedings is defined as system-forming and global concept of administrative proceedings, which, in comparison with other concepts, reflects the unique aspects of the organization and functioning of administrative proceedings.
