ПОРІВНЯЛЬНА ХАРАКТЕРИСТИКА ЦІЛЕЙ РОЗВИТКУ ТИСЯЧОЛІТТЯ (2000-2015) ТА ПОРЯДКУ ДЕННОГО В СФЕРІ СТАЛОГО РОЗВИТКУ НА ПЕРІОД ДО 2030 РОКУ (2016-2030)

Abstract
Ustik T.V. Comparative analysis of Millennium Development Goals (2000-2015) and Sustainable Development Goals (SDGs) (2016-2030). The article compares the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs) outlined in The 2030 Agenda for Sustainable Development in a wide range of areas, in order to determine the differences between them and gauge the dynamics of change in global sustainable development goals’ setting. The study found several key differences between the two sets of goals: 1) SDGs aim not reduce poverty but at its eradication, 2) SDGs (unlike MDGs) are universal and might be applied to both developed and developing countries; 3) many areas neglected in MDGs have been added to SDGs (like reliable and clean energy); 4) SDGs emphasizes shifts toward inclusiveness: the phrase "for all" not to be found in the MDGs, appears in six new goals; 5) SDGs have been developed by several working groups and at several levels with consultations in more than 100 countries, unlike the MDGs produced by technocrats who performed very few limited consultation with other stakeholders. We argue that to establish impact of MDGs and SDGs on sustainable development is difficult undertaking if any due to its multifaceted environment and complex process. However, based on the official statistics of the World Bank concerning the poverty in the world, it can be argued that progress in the fight against poverty in the world is clear: from 1981 the poverty rate fallen from 42.15 % to 10.68 % in 2013.
