Possibility and importance of EU financing for web services development carry out by SME in Poland in the years 2007-2013

Abstract
E-services are defined as a new form of services on the Internet. The development of e-services in Poland is a response to the changing reality of the market, business and consumption. An increasing number of people with a computer and having access to the Internet and the dynamic growth of the provision of services electronically process promotes the development of such services.The purpose of this article is to present an important factor in the development of e-services in Poland, which is the Structural Funds for the years 2007 to 2013. The European Regional Development Fund has financed about 3 800 projects related to the creation and development of e-services. The importance of financing from the structural funds for the development of e-services has two main dimensions. Firstly, it is a dimension of regional development, which resulted in support for pr ojects aimed at the creation of the information society. Secondly, the dimension of the enterprise develo pment. Thanks to EU funding, enterprises may, in a broader and deeper dimension implement changes, not limited to their own resources. Methods to achieve the objective of the article were careful analysis of the liter a ture and program documents provinces regional operational programs, the Innovative Economy Operational Programme and a study conducted in December 2012 with Requests for public information under Article 2 paragraphs. 1 of the Law on Access to Public Information dated 6 September 2001 (Journal of Laws No. 112, item. 1198), and telephone interviews with representatives of the sixteen regions responsible for the implementation and execution of regional operational programs and a representative of the Innovative Economy Operational Programme
